Bills have been introduced in both the Vermont House and the Vermont Senate to recognize that a fetus should be treated as a victim when a crime of homicide, driving under the influence (DUI), or grossly negligent operation of a motor vehicle results in the death of an unborn child.

The “Bennington Babies” – Kaleb and Harley Blair – killed in August 2009, have yet to be recognized, in life or in death, by the State of Vermont. And they are not the only ones.
Participants in the 2024 Pro-Life Lobby Day will ask their representatives and senators to support this legislation. It is time for Vermont to join 39 states that recognize the unborn child as an additional victim of crime.
